Monsieur Kilhiman détient des informations de haute importance qui intéressent fortement la police japonaise. Saeko Nogami a pour mission de l'accueillir à l'aéroport afin d'assurer sa sécurité, mais il est abattu peu de temps après son arrivée par une balle en pleine tête, juste sous les yeux de l'officier de police. Le tueur est identifié sous le nom de Helzen, dit "Crimson Grim Reaper", dont l'habileté au maniement des armes à feu pourrait surpasser celui de City Hunter. Parallèlement, Nina Shutenberg, une virtuose du piano, arrive au Japon par le même aéroport, dans le but de donner un concert en faveur d'une oeuvre de charité. Mais la précédente confusion lui permet d'échapper à la surveillance de son grand-père, et elle en profite pour retrouver en secret Ryo Saeba et Umibozu, à qui elle confie la tâche de retrouver son père qu'elle n'a jamais connu, avec pour seule indication que son prénom commence par un "J". Bien que Ryo et Umibozu lui aient été chaudement recommandés, Nina ne peut s'empêcher d'avoir de gros doutes quant à leurs réelles compétences en les observant se chamailler perpétuellement... Mais au moment où elle se dirige vers son hôtel, elle se retrouve impliquée dans une attaque orchestrée par Helzen, qui semble vouloir obtenir quelque chose de la part de son grand-père... Grâce à l'intervention de Ryo et Umibozu, tout le monde en réchappe sain et sauf, mais le grand-père de Nina n'a pas tellement l'air d'accepter de leur dévoiler le fin mot de l'histoire... Et Ryo ne peut pas compter sur l'aide de Saeko, Helzen bénéficiant de l'immunité diplomatique.
